Position Title: Utility Locator

Job Description:

Under supervision, the purpose of this classification is to locate City-owned underground utility lines to avoid damage during construction work.

Responsibilities:

  • Locates City-owned underground utilities to prevent damage or loss of service during construction work: locates water lines, sewer lines, power, output feeds/cables for traffic signals, conduit, e-Streets fiber (including J-boxes and vaults) and stormwater infrastructure; utilizes metal detector to detect manholes and valves; utilizes line tracer to trace copper or electrical lines; digs holes to verify location of buried lines; paints and pounds stakes to mark existing utilities; calculates distances to locate utilities; assists in coordinating shutdown of water/sewer mains as needed.
  • Monitors new construction to ensure prevention of damage to City-owned utilities.
  • Receives blue stake locate tickets to perform locates of City-owned utility services: sorts and prioritizes locate tickets, based on critical nature of emergencies, damaged utilities, and recall tickets; responds to urgent requests by contractors or customers as appropriate.
  • Provides assistance to other employees or departments as needed.
  • Communicates with supervisor, employees, other departments, engineers, contractors, developers, property owners, utility companies, the public, state agencies, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Participates in the accomplishment of organizational, departmental and workgroup goals and objectives.
  • Meets with property owners, contractors, and developers to assist in locating utilities and to explain service locations and their responsibilities.
  • Maintains logs/records of blue stake tickets, locates, and other work activities.
  • Attends meetings as needed.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations: maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Performs customer service functions: provides information and assistance related to department services, procedures, or other issues; responds to routine questions, complaints, or requests for service; initiates problem resolution.
  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
  • Prepares or completes various forms, reports, correspondence, activity reports, no conflict reports, property listings, or other documents.
  • Performs other related duties as required.
  • Receives various forms, reports, correspondence, blue stake locate tickets, recall/emergency tickets, as-built plans, blueprints, maps, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a variety of equipment, machinery and tools used in department projects and activities, which may include a utility truck, metal detector, line tracer, paint stick, shovel, GPS, measuring devices, hand tools, or two-way radio.
  • Performs general/clerical tasks, which may include making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
  • Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e mail, Internet, or other computer programs.
  • Reviews and interprets as-built drawings, blueprints, and maps to identify location of utility services.
  • Exhibits a service orientation toward customers and maintains productive working relationships.

Requirements:

  • Operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Arizona State statutes and regulations on blue staking.
  • Determine, calculate, tabulate, and/or summarize data. Includes performing subsequent actions in relation to these computational operations.
  • Using a computer and related software.
  • Read and interpret maps, technical specifications and operations manuals for vehicles and equipment.
  • Utility locating practices and procedures.
  • Operate electronic locating devices.
  • City required safety standards and practices.
  • Knowledge of traffic laws and rules involved in vehicle and equipment operation.
  • City policies and procedures.
  • Basic construction practices.
  • Safe and efficient operation of trucks and equipment according to standard operating and safety procedures.
  • Apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Complete paperwork and documentation.
  • High school diploma or GED equivalent; supplemented by two (2) years previous experience and/or training that includes water distribution systems, utility line location, pipeline installation, and interpretation of blueprints/drawings; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Arizona driver’s license.
  • Communicate and use interpersonal skills to interact with coworkers, supervisor, contractors, and the general public.
  • Perform addition, subtraction, multiplication and division; calculate decimals and percentages; may include performing mathematical operations with factions; compute discount, interest, and ratios; may include calculating surface areas, volumes, weights, and measures.
