Position Title:Training Manager

Job Description:

Bachelor’s degree in Instructional Design, Training, Human Resources, Management, Communications or related field  and three years of professional training experience, preferably in development and  presentation of employee training programs; or any  equivalent combination of related training and experience. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status.

Responsibilities:

  • An employee assigned to this classification is responsible for managing and supporting the assessment of organizational needs and design, implementation and evaluation of programs that facilitate the professional development and continuous learning of team members, particularly supervisors at all levels of the organization, and emerging leaders.
  • This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.
  • This is a highly responsible managerial work designing and executing comprehensive strategies for organization-wide learning and development programs; to include recommending programs and course curriculum, organizational development concepts and workshops, new employee orientation and onboarding, supervisor program certification and leadership development classes and learning experiences, and fostering partnerships with internal and external business partners to roll out programs. The ideal candidate has a strong understanding of application of adult learning management systems and knowledge of the inter-workings of public sector organizations.
  • The position serves as the lead to the Organizational Training and Development team.
  • Work is performed under the direction of a higher-level supervisor, and is reviewed through conferences, reports and observation of results obtained. Work in this class is distinguished from higher classes by its lack of overall department management and from lower classes by the use of considerable initiative and independent judgment in managing the Learning and Development staff and operations within the Human Resources Department.
  • Through consultation, facilitation, management and leadership development and mentoring programs, this position seeks to strengthen the skills and performance of current and future leaders and to promote leadership behavior at all levels of the organization.

Requirements:

  • Recommends, develops, implements, communicates and administers comprehensive employee organizational training and development programs and activities, leadership development,
  • performance management, engagement and recognition systems and processes.
  • Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication.
  • Maintains oversight of learning management system, to include data integrity, maintenance and tracking, statistical analysis and reporting.
  • Researches and evaluates new technology and techniques for providing instruction to a diverse workforce. Reviews evaluations and effectiveness of training courses, objectives and accomplishments. Evaluates training/instructional material, teaching aids, and devices such as educational video/DVDs, textbooks, etc.
  • Supervises subordinate employees including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
