Job Description:

Under administrative direction, the Solid Waste Manager manages, supervises, and administers the operational core services of the Solid Waste Department. Manages all residential and commercial solid waste collection, recycling collection, yard waste collection, transfer operations and support services, to include dispatch, container maintenance, and code enforcement.

Responsibilities:

• Formulates, implements, and supervise the administration of broad policies and programs; develops and establishes methods to address individual and special projects, defines areas where efficiency can be improved, and manages the effectiveness of new procedures.
• Develops and implements solid waste and recycling management and administrative systems; directs and executes special programs and projects; manages the development of departmental marketing, public information, and educational materials.
• Provides high level management and direction for all solid waste and recycling operations for the City; conducts research analysis and evaluations and proposes recommendations for program improvements and more effective service delivery.
• Performs other duties as assigned.
• Conducts and attends extensive training meetings; develops and approves light duty assignment for injured workers; oversees and conducts safety meetings and audits to ensure safety measures are being met.
• Provides high level direction and guidance for issues and concerns that may arise on a daily basis; serves as a technical adviser to the director and assistant director; represents the department in cooperative efforts with governmental and private entities and other operating units of the City; fosters team development and success.
• Interviews, tests, hires, and directs all applicants and employees within the department; makes recommendations to Director for hiring; performs all accounting, documenting, inputting, and reviewing for the time management system.
• Assists in budget development and implementation; tracks expenses and ensures proper resource allocation; reviews building plans for issues related to solid waste services and ordinances.
• Analyzes, evaluates, and examines organizational problems concerning personnel, policy, and enhancement of equipment; handles inquiries, comments and complaints on behalf of the Director regarding solid waste and recycling programs and services.

Requirements:

• Certified Manager of Integrated Municipal Solid waste Systems through the Solid Waste Association of North America and/or Certified Manager of Transfer Station Systems through the Solid Waste Association of North America is required or ability to obtain within 1 year of hire.
• Office equipment, computer, telephone, radio, and other equipment as assigned.
• Bachelor’s Degree in Public or Business Administration, Marketing, Environmental Engineering or a related field AND three (3) years of professional level experience in the development and administration of programs in the assigned field; OR an equivalent combination of education, training, and experience may be considered.
• This position is required to operate the below equipment, machines, tools, and other work aides:
• A valid State driver’s license is required.
