Job Description:

The purpose of this classification is to perform managerial work functions associated with overseeing daily operations and activities of the Street Division.

Responsibilities:

  • Reads and interprets blueprints, drawings, and plans.
    Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counselling, disciplining, and completing employee performance appraisals; interviews and selects new employees.
  • Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or maintains records as appropriate.
    Communicates with management, employees, city divisions and departments, Board of Commissioners, contractors, customers, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Plans and directs a divisional maintenance program to ensure proper maintenance of vehicles, machinery and equipment.
  • Plans, organizes and prioritizes division workload; makes work assignments; monitors status of work in progress; inspects completed work; coordinates division work activities with those of other divisions, departments, contractors, outside agencies, or other individuals; provides advice, guidance, and technical expertise as needed.
  • Compiles and manages sales tax sidewalk program, sales tax alley paving programs, street reconstruction program, and street resurfacing program; drives and evaluates City streets annually; maintains and updates computerized street inventory; selects candidate streets for state resurfacing assistance.
  • Compiles and/or tracks various administrative and/or statistical data pertaining to division operations; performs research as needed; makes applicable calculations; analyzes trends; prepares or generates reports; maintains records.
  • Develops long term and short term plans and goals for the division; develops and implements division policies and procedures; revises/updates as necessary.
  • Supervises maintenance of streets and alleys; supervises concrete construction/repairs, asphalt repairs, and grading/road maintenance.
  • Supervises mechanical mowing program, right-of-way maintenance program, chemical spraying program, tree maintenance program.
  • Ensures divisional compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures.
  • Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
  • Develops and administers division budget; monitors expenditures.
  • Generates manual and/or computerized reports; analyzes data and identifies trends; submits reports to appropriate agencies or individuals; maintains records.
  • Coordinates/conducts staff training activities; conducts and/or attends meetings; serves on committees as needed; makes speeches or presentations.
  • Responds to routine requests for information or assistance from employees, officials, the public, or other individuals.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Responds to complaints and questions related to division operations, to include providing information, researching problems, initiating telephone calls, making site visits, etc.
  • Prepares and/or completes various forms, correspondence, reports, purchase requests, proposals, construction estimates, specifications, performance appraisals, and other documents.
  • Compiles and manages inventory of division machinery, equipment, tools, supplies, and materials; approves or initiates orders for new or replacement materials; evaluates new products.
  • Operates and maintains city’s inert landfill.
  • Directs and implements precautionary work techniques and safety equipment to ensure safety of work crews and the public.
  • Operates a computer to enter, retrieve, review or modify data in computer database; verifies accuracy of entered data; makes corrections; uses knowledge of various software programs to operate a computer in an effective and efficient manner.
  • Plans, directs, and coordinates the daily operations and activities of the Street Division; ensures that city streets, alleys, ditches, side parks, and rights of way are maintained in a safe and appropriate condition for use by the general public.
  • Receives various forms, reports, invoices, job applications, construction plans, timesheets, manuals, maps, or other documentation; reviews, processes, approves, forwards or retains as appropriate; maintains file system of departmental records.
  • Prepares cost estimates for construction projects; prepares construction specifications; attends pre-bid conferences and bid openings.

Requirements:

  • Bachelor’s degree in Business, Management, or closely related field; preferred; additionally, three (3) to five (5) years previous experience and/or training that includes management, street maintenance, horticulture, Silva culture, and right of way management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia Driver’s License.
