Job Description

This is an exciting opportunity to secure the delivery of the Government’s levelling up ambition, right at the heart of government. As Mission Lead, the successful candidate will lead the Levelling Up team in the No10 Delivery Unit to support departments and delivery partners on successful delivery and embedding of the commitments in the Levelling Up White Paper. They will work with the Head of the No10 Delivery Unit to build robust networks at the most senior levels in departments and amongst the network of top local leaders to monitor and support delivery, as well as strengthening the focus on delivery at the centre of government.

Responsibilities:

• Work closely with DLUHC and more widely in Government to support Whitehall departments to deliver on commitments in the Levelling Up White Paper, including securing a step change in how departments conceive and manage their programmes and spending to support the levelling up agenda;
• With the Head of 10DU, use the PM’s backing, a wide and trusted network, and a set of intelligent support solutions to intervene effectively where delivery is slowing to get projects back on track;
• Lead the Levelling Up mission within 10DU using strong leadership skills to empower, energise and engage staff in the mission team;

• Manage reporting processes and PM stocktake meetings;
• Work with data experts both in No10, in departments and beyond to develop a world-class system for collecting information on, and visualising progress in levelling up delivery;
• Work closely with the other Deputy Director Mission Leads to support them in securing the contribution of health and social care, education, jobs and skills, crime and justice, and energy and net zero to the delivery of levelling up;

• Assess what tailored support local areas need to meet the PM’s levelling up ambition and ensuring this is available to them;

• Work with the rest of the Senior Leadership Team to embed and evolve 10DU’s systems, processes and culture as it continues to build towards its full operating capability.

Requirements:

• The ability to work at pace in a complex multi-stakeholder environment, driving progress in the face of a range of competing views and priorities;

• Highly developed communication, networking and negotiation skills;
• Must have experience working in an area of delivery relevant to any of the areas of levelling up including economic growth, regeneration, education, skills, health, crime, transport;
• Highly developed policy and strategic analysis skills that can be deployed flexibly across a wide range of business;
• The proven ability to lead and develop a high performing team.

• The personal presence, effectiveness and credibility to operate at a very senior level across Whitehall, with a proven track record of working closely with senior stakeholders e.g. Permanent Secretaries, Chief Executives or Ministers;

• Experience and knowledge of local governance structures, and the relationship to central government, the private sector and the wider delivery system (for example schools, health trusts, police), particularly with an eye to understanding and being able to shape hard and soft incentives.

• Inclusive leadership skills and the ability to motivate and manage a diverse team to deliver at pace on a demanding and complex agenda;
