Position Title: Power Systems Coordinator I

Job Description:

The employee is expected to learn, qualify, and then perform the duties of Power System Coordinator I within 18 months from date of hire in the position. The qualified person in this position will ensure that the BED distribution system is at all times operated in a safe, efficient, and reliable manner according to procedures and guidelines to attain the objective of providing high quality service to BED’s customers. In addition, this position operates BED’s Gas Turbine via Human Machine Interface.

Responsibilities:

  • Performs a variety of building security functions such as, checking windows and doors, turning off unnecessary lights, checking electrical, plumbing and sprinkler systems, and monitoring various areas of the substations, and Pine Street and Lake Street buildings via closed-circuit cameras.
  • The employee must perform all duties of Power System Coordinator I listed below without supervision and cover shifts alone after completing the training and testing.
  • Monitor all “Dig-Safe” requests as required.
  • Operates computers utilizing spreadsheets, databases, and word processing software and utilizes telephones, faxes, voice radio and telecommunication equipment. Complete regular training as assigned by supervisor.
  • Provides notification to the appropriate personnel of changes to the BED electrical grid, or any other system anomaly.
  • Verify hourly line loading and generation.
  • Monitors and operates the Outage Management System (OMS) to detect, locate and respond to distribution system outages;
  • Communicates and coordinates with System Operators of inter-connected power systems/generation stations to solve mutual problems.
  • Implements ISO-NE /VELCO/BED system contingency procedures as warranted.
  • Provides customer service duties during non-business hours.
  • Directs the de-energizing and re-energizing of distribution equipment including development and issuing of system switching orders and working clearances.
  • Enters trouble tickets and outage information into BED’s work management system;
  • During the first 18 months, under the supervision of a qualified Power System Coordinator II/Senior Power System Coordinator, the employee will learn and perform all duties of Power System Coordinator I listed below.
  • Call Gas Turbine Operators to operate the GT.
  • Call in Distribution personnel, Technicians, and Metering for various critical SCADA alarms, system disturbances and customer service issues.
  • Ensures that switching, tagging and work activity conforms to safety rules.
  • Notify BED personnel in areas such as General Services, Stockroom, Customer Service, etc. of the need to respond to issues related to their areas.
  • Works in conjunction with other BED personnel in correcting system disturbances and unplanned outages, locating the source of the disturbance, and taking corrective action, as necessary.
  • Performs via SCADA around-the-clock surveillance of the BED electrical system and take corrective measures as required.
  • Operates the BED Gas Turbine via Human Machine Interface (HMI) and such Distribution equipment such as switches, reclosures, capacitors, breakers, and tap changers via SCADA. Operates BED’s system to maximize system efficiency with minimal customer impact.
  • Prepares incident reports, trouble reports, and switching guides.
  • Communicates with appropriate personnel the status of generating units.
  • Enters work orders/ service orders during non-business hours.
  • The employee must successfully complete BED’s Power System Coordinator I training program and testing within 18 months of hire in this position.
  • Maintains manual and automated logs of all Distribution system activities.
  • Visit outside facilities as assigned by supervisor to maintain familiarity with equipment.

Requirements:

  • Ability to perform duties with a minimum of supervision.
  • Must consistently demonstrate safe work and secure cyber practice.
  • Ability to train and learn on how to read and interpret electrical one-line diagrams.
  • Must be able to effectively work as part of a team.
  • Ability to comply with BED safety rules, personnel policy, accepted utility standards, and operating procedures.
  • Ability to create, follow, and issue written and oral instructions (clearly and distinctly), and respond to emergency situations in a logical and orderly manner, in accordance with accepted utility practice and relevant contingency plans.
  • Attend related safety meetings as required.
  • Ability to perform calculations, enter data, maintain records, and prepare reports.
  • Ability to work rotating shifts including nights, weekends, and holidays.
  • Must have an understanding of electricity, excellent math, communication (written and oral) skills and exceptional decision-making skills.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to prepare and execute mistake free switching orders.
  • Ability to establish and maintain a good effective work relationship with other employees.
  • Must be able to adapt and respond readily to changing situations/multiple priorities in a stressful work atmosphere.
  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Must be able to operate a 2-way radio system in compliance with BED’s policies.
  • Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.
  • Ability to operate in a Windows based environment using word processing, spreadsheet and database software is required.
  • High school diploma along with one of the following: certification of completion of a two-year engineering technical program or related field, completion of a recognized lineworker training program, or completion of an apprentice electrician program.
  • Ability to work overtime as needed consistent with provisions of the BED/IBEW Collective Bargaining Agreement.
