Responsibilities:

  • You will be tasked with monitoring and reporting on group-level programs in collaboration with Business Services Work Group managers, determining performance outcomes, identifying opportunities for improvement, and ensuring relevant data is reliable and accurate.
  • The position requires strong change management skills – an ability to motivate, support, and model for staff the collaborative behaviors and equity values that define the bureau’s work culture goals.
  • You will be contributing strategic oversight and editorial direction for the bureau’s external communications efforts and engagement with local communities, bureau stakeholders, and water users.
  • You will need to set strategic long-term direction and relevant milestones in collaboration with group managers and staff.
  • This job is highly collaborative. You will report to the Bureau Director (Water Bureau Administrator) and work closely with the bureau’s executive leadership team–particularly the bureau’s Finance Director, and Deputy Director and the Business Services Work Group staff.
  • Your main roles will be managing the diverse internal and external-facing functions of the Business Services Work Group and participating as a bureau leader at the executive level.
  • You will lead the bureau’s organizational development, strategic planning, communications, and equity efforts in collaboration with key internal stakeholders. Decisions at the executive leadership level will set bureau-wide and city policy and will need to consider and address bureau and city core values. The position will have significant visibility and be expected to communicate publicly regarding bureau functions, policies, and objectives in collaboration with the Bureau Director, Deputy Director, and Communications Director.

Requirements:

  • Knowledge and experience in leadership, public administration, program evaluation, budget preparation and administration.
  • Knowledge and experience in management, supervision, training, and performance evaluations, as related to the mission and purpose of the Business Services organizational unit and Portland Water Bureau.
  • Ability and experience managing a multicultural workforce, promoting an equitable workplace environment, and applying equitable program practices to diverse and complex City Services.
  • Knowledge and experience using change management and the social, political, intergovernmental, and operational issues influencing the Portland Water Bureau and Business Services Group operations.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work, demonstrating tact, diplomacy, patience, and gaining cooperation through discussion and collaboration.
  • Experience using current business communication effectively, both verbally and in writing, presenting information, proposals, and recommendations clearly and persuasively in public settings.
