Position Title: Planner

Job Description:
The Planner is responsible for entry level current and long range planning work as assigned, which includes providing information to the public on the planning process. The individual assigned to the position is responsible for the review of land use applications, including analysis of the Comprehensive Plan, public policy, development regulations, and state statutes. The Planner works with a team of professional planners and support staff and drafts, reviews, processes and implements ordinances and a variety of planning policy documents.
Responsibilities:
- Coordinates and performs technical planning functions, including meetings with development professionals on land use applications, environmental policies, codes, ordinances, and regulations; ensures that projects and planning programs are administered in a manner consistent with the City and Department goals, policies, and regulations.; prepares reports and recommendations.
- Functions as a member of the Planning and Community Development team, working closely with the Planning
- Manager and others to conduct current and/or long range planning projects and day-to-day activities in accordance with the City’s and Department’s goals and policies.
- Other duties as assigned.
- Develops and administers development regulations, including zoning, land division, environmental and natural resource.
- Understands, explains and applies state policies and regulations.
- Coordinates project planning with local, state and federal agencies as appropriate.
- Makes presentations to and/or participates in hearings before the City Council, Hearing Examiner, Planning Commission, design Review Board and other citizen advisory groups; attends public meetings and presents information on planning and zoning issues.
- Performs and facilitates planning and land use enforcement functions such as day-to-day compliance activities with other City departments, Building Official and Code Compliance Officer; provides subject manager expertise as needed for code enforcement.
- Maintains timely and regular attendance.
Requirements:
- Operate a personal computer utilizing a variety of standard and specialist software.
- Develop and improve innovative and standardized processes.
- Read, analyze and interpret complex codes and documents, to respond effectively to sensitive inquiries or complaints, and to make effective and professional written and oral presentations on controversial or complex topics.
- Support and model the identified vision, values and behaviors of the organization.
- Methods and techniques of community involvement and outreach; knowledge of development processes.
- City organization, operations, policies and procedures.
- Define and work with interdisciplinary problems, collect data, establish facts and draw valid conclusions.
- Shoreline Master Program policies and regulations, and permitting procedures.
- Establish and maintain effective working relationships
- Read and interpret maps, plans, construction drawings, and property descriptions.
- Principles and practices of information technology, including geographic information systems.
- Valid Washington State driver’s license is required.
- Federal and state laws, including the State Environmental Policy Act, Growth Management Act, Platting and
- Subdivision Act and Shorelines Management Act.
- The concepts, principles and practices of urban planning and community development in current and long
- range planning with knowledge in related planning areas sufficient to coordinate with other planners, building division and code compliance staff and other City departments, as well as external agencies.
Over time, recognize and identify wetlands and native trees/plants in the field. - Use initiative and independent judgment within established procedural guidelines.
- Environmental review procedures, policies and regulations.
- Utilize architectural and/or engineering scales.
- Rules and regulations governing municipal planning, land use, code enforcement, zoning and building safety.
- Successful completion of a pre-employment background check is required.
- Communicate effectively both orally and in writing.
- Develop short and long range work programs.
- Effectively present technical concepts for the understanding of lay persons.
