Position Title: Director Strategy and Director NECC

Job Description

We are recruiting to two crucial, senior positions within the NCA and the NCA Command Team– Director Strategy, and Director National Economic Crime Centre (NECC). The Director Strategy will be responsible for developing and leading the implementation of the NCA’s Strategy to ensure the Agency delivers on its goals to be the pinnacle of law enforcement, building and maintaining partnerships across government departments, operational agencies, and the National Police Chiefs’ Council in order to ensure the NCA is a forward-thinking agency focussed on the right priorities. The Director NECC will lead a truly collaborative, multi-agency centre that has been established to deliver a step change in the response to tackling economic crime. As well as leading NECC and the UK Financial Intelligence Unit, the Director NECC will be responsible for overseeing an ambitious change programme which will see the delivery of new tech systems to support future growth.

To meet these challenging requirements we are looking for candidates who are experienced leaders, comfortable operating in a complex environment and developing high-performing teams. You will be able to demonstrate a successful track record for setting strategic direction for a large organisation, and working with partners and stakeholders from across the public and private sector to support the successful implementation of your vision.

Responsibilities:

  • Delivering a clear, evidence based, future looking picture of the performance of the agency.
  • Also working with colleagues responsible for the Finance and Change portfolios to improve the collection and use of transformation-related performance data to drive policy decisions and strategic prioritisation across government.
  • Building a high-performing strategy, performance, policy and communications group aligned with, and working across, the whole of NCA as part of DG(C) led area of the Agency.
  • The role holder will be responsible for supporting the change programme within the DG(C) command area, alongside supporting the wider Agency change programme.
  • Leading the development and implementation of the NCA’s responsibilities under the integrated review and related key public and private sector stakeholder management in line with the agency’s strategy.
  • Working with the security sector, law enforcement partners and other parts of government to build strategic alignment and close cooperation to support the NCA in its role as leading a whole system response to serious and organised crime.
  • Leading the overal delivery of strategy and business planning within the NCA.
  • Ensuring the Agency’s strategy is aligned to strategic priorities set by the Home Secretary and that the Agency fulfils its accountability requirements as set out in its published Framework Document.
  • This role also leads on developing effective sponsorship with the Home Office.
  • Managing relationships with Ministers, senior law enforcement partners and stakeholders at the centre of Government, in particular Home Office, HM Treasury and Cabinet Office.
  • Collaborating with police forces, law enforcement & security services and other government departments.
  • Leading and directing the long term strategic direction of corporate communications in the NCA.
  • Leading the Agency’s governance arrangements.
  • Personally taking on the role of NCA Board secretary to ensure effective, agile decision making is operating in line with Cabinet Office guidance.
  • Providing strategic communication advice to the NCA Board and Command Team.
  • Working closely with Home Office, and other departments, to input into strategic policy options that improve the ability of law enforcement and the public sector to enhance the agency’s ability to protect the public.
  • Driving forward the development of new strategic initiatives – such as spending reviews, strategic defence & security reviews and other government initiatives.
  • Providing support and constructive challenge across the NCA to encourage continuous improvement; facilitating and driving changes that will help the Agency achieve its goals more effectively and efficiently.
  • Developing and delivering the Agency’s communications strategy to support the Agency’s strategic objectives, building public confidence, demonstrating accountability and supporting operational outcomes.
  • Promoting the agency’s transparency and public accountability including producing and publishing a range of key documents and papers, including the NCA’s Business Plan, Annual Report and Annual Plan.
