Position Title: Lead Data Engineer

Job Description:

The Economics Group in the Treasury provide Ministers with analysis and assessment of fast-paced economic developments in the UK economy and advises on their implications for the Government’s economic strategy. It works with policy teams to factor economic analysis into advice for Ministers on a wide range of polices. And the Group is a leading member of the UK macroeconomic community, collaborating with the Bank, OBR and academia on shared topics of interest, liaising with international organisations in their surveillance of the UK economy and supporting the economic and social research professions across government departments.

Responsibilities:

  • The Data Science hub is a new team being established to build a centre of excellence for data science and advanced analytics in HM Treasury.
  • Working closely with ONS and other partners inside and outside of government, the hub will grow HMT’s role in public sector data science, develop the HMT’s data science capability and support work across the department.
  • The Hub will provide strategic coordination and support to teams across the department to bring data science tools and technologies to bear on new and existing data sources, applying innovative methods to provide rich analysis to support economic policy making and HMT’s departmental objectives, delivering new insights and improving decision-making.

Requirements:

  • Data Management – a branch that will be focussed on supporting the department in developing its data management capability, designing and implementing data flows for analytics and operational systems, setting best practice and standards and championing data engineering across the department.
  • The Data Management branch will also ensure that officials at all levels of expertise have access to learning and development opportunities.
  • Advanced Analytics – a team with a flexible pool of data scientists who can identify, initiate, and support high-value data science projects across the department’s responsibilities.

  • You will be acquiring data sets from multiple sources at varying levels of maturity. You will establish and use agreed standards and tools to design, code, test programs and scripts for data engineering, developing resilient, scalable, and future-proof services for to meet user needs. You will have a demonstrable understanding of how to expose data from systems (e.g. from APIs), link data from multiple systems, and deliver streaming services. You will collaborate with others to identify and plan these services, and to review specifications.
  • You will curate and catalogue this data in partnership with data scientists and analysts. In order to support the effective cataloguing of data assets, you will lead the development and implementation of an effective metadata management approach. You will communicate the value of metadata repositories and set up robust governance processes to keep these up to date, and ensure this approach is embedded across the Treasury’s assets.
  • You will promote best practice in data engineering including acquisition, storage and sharing of data for the benefit of modelling and policy development, working with the Hub to provide overall technical leadership and development opportunities across HMT in data and data science.
  • You can produce data models and understand where to use different types of data models. You have experience of a wide range of data engineering tools. You understand industry-recognised data-modelling patterns and standards.
  • You’ll explore opportunities to work innovatively, recognising, identifying and exploiting opportunities to ensure efficient and effective performance of the organisation, and to support and enable that you will influence the data architecture in place. You can explore new ways of conducting business and organisational processes.
  • Engaging with other government departments, in and around the Darlington campus, looking for new ways to collaborate, share best practice, and support effective cross-government data sharing.
  • Contribute to the HMT Coding Community (Community of Interest on coding and data science) to support the needs of the community.
