Job Description:

The council’s finance department has recently returned ‘in house’ having previously been outsourced. As part of the finance restructure, 3 principal accountants reporting directly to the Strategic Finance manager and responsible for 3-4 direct reports are being recruited. Although core duties may be interchangeable and all staff are expected to support key activities such as budget preparation

Responsibilities:

• To be responsible to the Strategic Finance Manager for the Collection Fund including budget setting, monitoring and closing the accounts.
• To be responsible to the Strategic Finance Manager for all aspects of treasury management function including the production of the Treasury Management Strategy and Policy Statements, and performance monitoring of the treasury portfolio.
• To provide a finance business partnering service to Heads of Service and prepare monthly management accounts for both councils.
• To assist the Strategic Finance Manager in the preparation of the financial statements and all aspects of Year End close, including working closely with external auditors.
• To have line management responsibility for members of staff, including adhering to personnel policy and procedure.
• Training non-financial employees in financial procedures.
• Preparation of specific statutory government returns: e.g. CIPFA Treasury Management statistics, Capital Outturn Reports.
• To assist the strategic finance manager in preparation of the annual budgets for both councils. Including working closely with Heads of Service and their Service manager to ensure budgets are prepared collaboratively.
• Manage the production of the VAT returns for both councils and have a good working knowledge of UK VAT legislation
• To provide technical financial research and advice to the Strategic Finance Manager, Heads of Service, and officers within the organisation in accordance with legislation, best practice accounting policies and practices.
• To be responsible to the Strategic Finance Manager for all aspects of capital accounting and funding, including managing the production of the Council’s capital programme. Consolidation of capital monitoring information, budget setting and closing the capital accounts.

Requirements:

• Knowledge of UNIT4/Agresso software would be an advantage.
• Recognised degree qualification.
• High standard of education to A Level or equivalent.
• Strong all round accounting knowledge.
• CCAB Accounting qualification or qualified by extensive experience of working in local government finance.
• Confident with ERP finance systems and strong Microsoft excel skills.
• 5 years experience of working in local government finance.
