Job Description:

This Engineering Supervisor position resides within the Traffic Systems and Operations Group and will supervise the Traffic Operations Section. This section is responsible for managing the intake system for reporting traffic safety concerns (823-SAFE), investigating traffic safety concerns related to pedestrians, people biking or taking transit, speeding drivers, speed limit setting, traffic safety around schools, visibility issues and other reported issues. In addition, this position oversees data collection for speed, traffic volume and other modal counts. This is an exciting opportunity for someone with an engineering background in traffic operations and who enjoys working with the public. The ideal candidate will have demonstrated abilities in mentoring and training staff in traffic engineering practices and working with the public. They will also have a keen interest in applying a safe systems approach to traffic engineering and creating a system for equitably responding to constituent concerns.

Responsibilities:

• Review and approve street vacation requests and surplus property sales.
• Provide equitable leadership to a technical staff of 10.
• Apply equitable program practices to diverse and complex City services related to traffic safety requests.
• Respond to requests for information, provide reports, and coordinate activities with other Bureaus and outside agencies and stakeholders.
• Work with city attorneys and Risk Management on lawsuits and risk claims including researching information, explaining technical aspects, conducting depositions, and providing testimony in court.
• Be a member of the PBOT team – a national leader in traffic engineering and innovation.
• Develop and prioritize responses to traffic safety requests that are based on traditional and innovative traffic engineering practices and that support the PBOT Strategic Plan.
• Supervise and lead a section within Traffic Systems and Operations that investigates traffic safety requests from the public, designs quick-fix projects related to traffic calming, safe routes to school and other programs, and collects data for use in traffic investigations and city projects.

Requirements:

• Experienced Engineer: A professional engineer with a diverse background in traffic engineering and an understanding of Safe Systems and Vision Zero.
• Dedicated: Personally, you have a passion for transportation justice and improving transportation through public service; you hold a high level of pride in ensuring equitable outcomes through the work delivered to the public.
• Excellent Communicator: A strong communicator, both in writing and verbally, with the ability to communicate technical and non-technical information to internal and external stakeholders.
• Equitable Supervisor: Experience leading and mentoring people and creating and maintaining an inclusive, respectful, and culturally responsive workplace, embracing the City of Portland’s Values of anti-racism, communication, collaboration, diversity, equity, inclusion, transparency, and fiscal responsibility
