Job Description:

Under the general supervision of the Procurement Manager, responsible for performing entry-level work in the procurement of goods and services under $70,000, which may include: review of requisitions and specifications for compliance with State and local statutory requirements, preparation of purchase orders, developing informal solicitations, and coordinating term agreements and cooperative purchases.

Responsibilities:

  • Processes master agreement and requisitions to ensure prompt supply of goods and services.
  • Reviews and tabulates bids for Master Agreement Contracts and Purchase Order Contracts.
  • Reviews and maintains master agreements and administrative action contracts for goods and services provided to the department to ensure legal compliance.
  • Responds to vendor complaints and addresses vendor protests.
  • Updates vendor lists, commodity groups and automated requisition files to ensure accurate information is available.
  • Regular, reliable, and punctual attendance is an essential function of the job.
  • Coordinates with departments to ensure goods and services purchased meet all specification requirements and established city policies.

Requirements:

  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the general public.
  • Knowledge of government procurement principles and practices.
  • Exercises considerable independent judgment and initiative in the review, evaluation and processing of departmental requisitions, specifications, quotes, and the resolution of problems.
  • Position requires good writing and mathematical skills.
  • Ability to perform arithmetical computations involving fractions, decimals, and percentages.
  • Possess analytical skills and has the ability to apply State and local procurement statutory requirements.
  • Knowledge of purchasing ordinances and competitive bidding process.
  • Knowledge of purchasing practices and principles.
  • Ability to communicate effectively and diplomatically both orally and in writing.
