Job Description:

Seattle Public Utilities (SPU) Corporate Performance Division is recruiting for an Information Technology Analyst with strong teaming skills to work on technology projects in a portfolio of implementations, upgrades, and enhancements of systems and applications directly supporting the delivery of essential utility services. Projects may also be driven by a need to comply with state and federal regulatory mandates.
The Corporate Performance Division provides an essential service to SPU Lines of Business through various IT support functions. The Information Technology Analyst will support project and portfolio management for SPU’s Water, Drainage and Wastewater, and Solid Waste Lines of Business as well as the Project Delivery Branch technology portfolios.

Responsibilities:

  • The Analyst will adhere to Citywide and SPU governance processes and standards throughout the project lifecycle.
  • They will gather and evaluate information from a variety of sources. These may include: interpreting high-level information; abstracting from low-level information to a more general understanding; and evaluating user requests to perceive the underlying needs of the business.
  • They will use this to develop, recommend, document, and maintain specific, traceable business requirements and user stories. They will ensure that business needs are fully addressed.
  • They will identify and recommend solutions to operational problems and needs by facilitating business process re-engineering. Recommendations may include implementation of new applications or systems, enhancing existing systems and services and more.
  • They will contribute to the continuous improvement of organizational processes and tools to make us leaner and more productive as a team.
  • The Analyst will work closely with team members from subject matter experts, project managers, sponsors, and City Executives to develop necessary programs in support of strategic initiatives.
  • The Information Technology Analyst will be responsible for requirements elicitation, analysis, documentation, business process and workflow mapping, test plan development and execution and end-user training and documentation.

Requirements:

  • Experience writing request for proposal (RFPs) and working with third party vendors in the acquisition or development of technology solutions.
  • Experience employing organizational change management practices within technology implementation projects.
  • Experience with a variety of life cycle methodologies (Waterfall, Agile, etc.) preferred.
  • Excellent written and oral communications skills and the ability to communicate effectively with technical teams, executives, business teams and external agencies.
  • Excellent skills and ability to influence stakeholders, and drive decisions to closure; adept at moving executive and senior management to action.
  • Strong analytical and critical thinking skills.
  • Process oriented with strong attention to detail.
  • Proficiency using Visio, SharePoint, and Office products.
  • Demonstrated success working in a matrix reporting structure.
