Position Title: Human Services Manager

Job Description:

Employment Lists shall remain in effect for one year, unless terminated or exhausted. The Employment List generated from this recruitment may be utilized to fill future vacancies while the List remains active.

Responsibilities:

  • Establishes and maintains effective working relationships with county staff, departments, and funders;
  • Prepares program budgets; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies, administers the approved budget; monitors daily financial activity; identifies funding needs and resources for various programs and services;
  • Promotes recreation and human services programs and activities; prepares flyers, press releases, brochures and other promotional materials;
  • Conducts first-level staff training as appropriate, ensures compliance with safety regulations included in the Injury and Illness Prevention Program; corrects and reports safety concerns to supervisor, departmental safety coordinator or their designated safety resource professional;
  • Coordinates community events including planning, public outreach, political interface, etc.; and
  • Performs required duties under the City’s disaster response plan;
  • Assists in the development and implementation of departmental goals, objectives, policies, procedures and long-term planning; evaluates programs for effectiveness and community support; develops and implements enhancements;
  • Confers with other departments, divisions, public officials, citizens and public/community-based organizations regarding recreation and human services issues; makes presentations on recreation projects, programs and activities; receives and investigates complaints from citizens, public officials, and civic organizations and recommends appropriate action; represents the City with various outside agencies and community groups;
  • Manages, directs and oversees daily operations of department programs and activities; coordinates the volunteer programs;
  • Directs and controls operations and maintenance programs at recreational areas and facilities;
  • Reviews fees and charges for recreation programs to ensure fee levels are set in accordance with policy and recommends fee changes, if required.
  • Develops an organized framework for implementing local initiatives in social welfare problem solving and ensures the proper delivery of human services in the community focused on homelessness, mental health, and food insecurity using a broad array of resources; promotes public/private partnership and collaborative initiatives in human services delivery systems;
  • Assesses community needs and trends; projects future demographic changes and resulting needs; develops long range strategies based upon these changes;
  • Assists in providing staff support to the Commissions under the oversight of the department and other assigned boards and commissions; prepares agendas and minutes and assists on various projects;
  • Supervises, selects, trains and evaluates staff and volunteers; works with employees to correct deficiencies; implements discipline procedures and recommends discipline as necessary;

Requirements:

  • Coordinate with other agencies to ensure proper delivery of human services to the community;
  • Communicate clearly and concisely, both orally and in writing.
  • Analyze existing programs to ensure that groups in the community are being served appropriately; identify gaps in the recreation and human services delivery systems and recommend appropriate corrective action;
  • Budgeting procedures and techniques; and
  • Supervise, train and evaluate personnel; and
  • Principles and practices of supervision, training and personnel management.
  • Recreation programming for all ages and interest groups;
  • Local, county and regional community-based organizations;
  • Establish and maintain effective working relationships with those contacted in the course of work;
  • Work constructively with a diverse group of individuals, community groups and community-based organizations;
  • Federal, state and local laws, rules and regulations relating to human services and leisure time programs;
  • Principles and practices of recreation management;
  • Principles and practices of fundraising and community involvement;
  • Utilize existing relationships in the human services field to establish and build upon programming specific to community needs;
  • Work effectively within the policies established by the City Council and City Manager;
  • Prepare and administer a budget;
  • Analyze complex data and draw correct inferences and conclusions;
  • Applicable funding procedures and requirements;
  • Make presentations to the City Council, City Manager, representatives of community-based organizations and other community groups, as directed;
  • Interpret and explain division policies and procedures;
  • Organize, direct and implement a comprehensive community services program, including recreation, cultural and human services programs;
  • Principles and practices of policy development and implementation;
