Job Description
The In-House Services & Estates (IHSE) team in Parliament takes great pride in caring for and improving the buildings and services that Parliament relies upon. In-House Services & Estates is part of the House of Commons service, however, it provides services to the House of Lords as well. The team operates on a working World Heritage site which attracts visitors from all over the world, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide.
Responsibilities:
- The main responsibility of the role is to lead on contract renewals, compliance and management, setting out clearly how future contracts will operate and deliver on their obligations
- This is a key strategic role supporting the Property, Planning & Design team within IHSE, ensuring that the framework delivers to its objectives for commercial and technical success.
- The Framework Manager will support the Director and Deputy Director of Property, Planning and Design (PPD) and senior design leads, being the main point of contact within PPD for PPCS (Parliamentary Procurement Commercial Services).
- The Framework Manager will take overall responsibility for framework contract compliance, support the development of strategies to deal with commercial issues and technical challenges and take proactive action to deal with performance issues as soon as they arise.
Requirements:
- Experience of developing category strategies using best practice tools and techniques
- Change management experience
- Ability to manage commercial frameworks and work autonomously, seeking direction when required
- Experience of successfully managing suppliers
- Experience of working in a relatable commercial management role across various professional sectors
- Capability and experience of managing framework contracts in a complex stakeholder environment
- Good written and oral communication skills with the ability to articulate verbally and orally, complex issues clearly and concisely.
- Effective team player with the ability to build relationships and collaborate with a wide range of people.
- Establishing good relationships and communication and resolve issues and early resolution of any potential problems.
- Demonstrates self-awareness and flexibility when working with others. Promotes and contributes to a culture of diversity and inclusion.
- Highly organised with the ability to work under pressure and meet deadlines and be able to react to changing corporate objectives
