Job Description

The HO Building & Facilities Manager will be a key figure in responding to any incident that occurs and have day-to-day responsibility for ensuring, seeking and providing assurance about their building to ensure compliance with legal and departmental standards in the areas of mandatory and statutory compliance, fire safety and building related health and safety.

Responsibilities:

  • Investigate and respond to Estates related incidents recorded under the ACC1 Accident at Work process, reporting progress back to the HMRC Estates Health & Safety Specialist.
  • Support the monitoring of suppliers KPI’s; supervising regular supplier assessment, analysis and reporting
  • Build and maintain effective and professional working relationships across Estates to identify and promote best customer service behaviours.
  • Handle difficult situations appropriately to deliver effective outcomes for customers and HMRC.
  • Represent HMRC at the Principle Contractors Health & Safety Committee site meetings
  • Work flexibly and effectively with the Regional Centre Estates Team and with stakeholders within the site on all building and provider related matters.
  • Establish and maintain a constructive and professional relationship with customers and third-party suppliers, including responding to queries/escalations from customers within agreed
  • SLAs, in order to secure appropriate outcomes
  • Collate and inform appropriate management information to enable the effective management of the estate and suppliers
  • Ensure that a building risk assessment is in place and reviewed understanding the relationship to the fire safety plan.
  • Provide a visible presence for our customers ensuring the best quality of service and excellent customer communications
  • Assure hard and soft FM supplier performance
  • Provide assurance to the Head of Estates on all H&S and that all staff and other assets are adequately protected
  • Liaise with the Principle Contractor and Estates Health & Safety Specialist to identify any building specific H&S issues arising from the programme of building related health & safety Inspections.
  • Identify and manage customer service and FM risks
  • Develop and maintain the site Estates related health & safety risk register and escalating any risks as appropriate
  • Be the Estates point of contact for the customer.
  • Provide a proactive local interface with hard and soft FM suppliers and integrating service provision to customers
  • Support with customer feedback and complaints
  • Interpret and apply statutory legislation appropriately to inform required decision making.

Requirements:

  • Collaboration with other parts of Estates and
  • Contributes to SMART development and compliance of current and future FM Services delivery plans
  • Contributing to the planning and managing resources to ensure proactive relationships with customers and key stakeholders
  • Implementing Estates related Health & Safety policy and standards within the site, by overseeing and leading activities to ensure that the building is able provide appropriate control measures for HMRC’s Health & Safety Policy
  • Building customer and stakeholder relationships within the site on all aspects of Estates related health & safety requirements for that building
  • Prompt and visible response to customer feedback and complaints
  • Identifying risks and managing mitigating actions, knowing when to escalate.
  • Provide appropriate and timely escalations to resolve issues effectively, minimising business and operational risk to our customers.
  • Excellent customer interface supported by regular, transparent communications
  • Supports the application of appropriate contract incentives and sanctions
  • Act as part of a team to ensure seamless close of day issues, informing on call cover when necessary.
  • Support the planning and delivery of targets and objectives in order to meet Estates, HMRC and OGD targets and priorities
