Here at Highways England, we have an exciting opportunity for a dynamic, customer-focused Senior Project Manager to join our Strategy and Planning Directorate.

The successful candidate will initially be leading the project management function in Highways England’s second generation free-flow charging (FFC) service during the transition, customer cutover and aftercare support. This is a public facing, high-volume IT- enabled transactional service within a gov.uk environment. This is a high profile and forward-looking position with wide-ranging Government, stakeholder and customer interfaces.

Responsibilities:

• Successfully manage complex and high-risk projects across lifecycle to realise agreed benefits, manage contract compliance and risk effectively, and realise business and strategic benefits
• Bring on and nurture project management talent, undertake skills gaps analysis to identify key areas that need to be developed and ensure skills are successfully transferred across team members and colleagues. Monitor personal development of direct reports and ensure relevant experience is gained to support their professional and career development
• Provide direction to project team(s) to drive team members to successfully deliver project requirements and benefits, taking responsibility for the development and delivery of activities in line with the business plan.
• Work with suppliers and other directorates to ensure that every project delivers best value on a whole life basis, and maximises benefits to customers, both during delivery, and following completion.
• Engage with senior stakeholders across Highways England and externally to ensure a strong understanding of business needs, to promote and gain commitment to Strategy and Planning’s objectives and solutions, to identify key areas for improvement and to share best practices.
• Lead the project management function for the Free Flow Charging project, ensuring clear plans are in place, governance and assurance operates effectively to support delivery and that threats and opportunities are identified and mitigated or maximised.

Requirements:

• Experience in delivering large, customer facing service improvements ideally in the public sector
• Ability to work collaboratively, with a range of colleagues both in the wider organisation and externally
• Inspire staff and stakeholders to engage with and deliver the project’s vision and objectives.
• Ability to identify the main issues in complex problems, clarify understanding or stakeholder expectations, to seek best options.
• Ability to review, challenge and adjust performance levels to ensure quality outcomes are delivered on time, rewarding success
• A strong background in project planning, delivery and risk management
