Position Title: Operational Research Analyst

Job Description
The successful candidate will initially be leading the project management function in Highways England’s second generation free-flow charging (FFC) service during the transition, customer cutover and aftercare support. This is a public facing, high-volume IT- enabled transactional service within a gov.uk environment. This is a high profile and forward-looking position with wide-ranging Government, stakeholder and customer interfaces.
Responsibilities:
- Develop effective relationships with the wider analyst community to promote analytical guidance, consistency and best practice.
- Make appropriate recommendations to inform decision making to agreed timescales and standards.
- Design and run data queries, carry out analysis including geo-spatial. Contribute to the development of tools and systems for analysis.
- Produce, develop and manage analytical solutions and products. Provide a horizon scanning function to identify issues affecting performance metrics and the delivery,
- operation and maintenance of the network.
- Providing analysis and evidence to support decision making. This includes analysing data, carrying out research and developing intelligence products to support decision
- making and performance improvement.
- Present findings using appropriate communication and visualisation methods for the audience, for example through presentations and in written reports for both technical and non-technical audiences.
Requirements:
- A degree in a numerate subject containing formal training (e.g. operational research, statistics, mathematics) or equivalent relevant work experience
- Knowledge of SQL, R, Python or similar programming languages for data analysis and modelling, as well as an advanced knowledge of GIS and Microsoft Excel
- Experience of applying a range of operational research and statistical techniques to real world problems, to produce insight that supports decision making
- Able to work collaboratively to build and maintain strong relationships
- Experience of working with road safety data and developing performance metrics or targets is desirable
- Excellent communication skills and an engaging communication style, with the ability to present with impact to a range of audiences
