Position Title: Human Resources Management Systems Analyst

Job Description:

The MSA plays a critical role in ensuring the HR leadership team has the business intelligence needed to make data informed decisions and support divisional goals that lead with equity. This position also utilizes and maintains multiple systems vital to HR and organizational operations and requires the development of new and ad hoc approaches to support the team.

Responsibilities:

  • Develop, manage, and test Human Resource Information Systems (HRIS/HRMS)
  • Manage major citywide system migrations
  • Explore other data system integration opportunities with HRIS such as PowerBI
  • Conduct business analysis and provide systems solutions
  • Data set queries, regular reporting, existing Access system maintenance and data entry
  • Serve as statistical/data expert for quarterly and annual reporting
  • Maintain and improve internal SharePoint site
  • Create and maintain existing Adobe workflows for improved efficiencies
  • Provide division and departmental trainings and guides
  • Interface with city counterparts to ensure alignment and best practice sharing

Requirements:

  • Commitment to applying the principles and practices of human resources to build internal capacity to support the department and City’s strategic objectives.
  • Ability to build relationships based on trust and credibility is critical to success in this consultative role.
  • Sound judgment, professional and personal credibility; the ability to build and maintain effective working relationships at all levels of the organization and with union representatives.
  • Exceptional writing, research, and analytical skills coupled with expert level knowledge of labor relations.
  • Self-starter mentality; comfortable with ambiguity, limited direction, and establishing something from nothing.
  • Demonstrated ability to coach managers and supervisors to use industry best practices for maximum effectiveness.
  • Excellent written and verbal communication, interpersonal skills; high-quality document and report preparation.
  • Understanding of teams and how to grow and develop leaders.
  • Excellent presentation skills and knowledge of employment laws such as ERISA, ADA, and other federal and state laws covering discrimination and equal opportunity employment.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
