Position Title: EU Agreements Analyst

Job Description
We are at the heart of interactions with the EU both in terms of financial settlement payments, and future relationship planning through programme participation. We have significant interaction with the Chancellor and other Ministers. We are a collaborative, friendly and high exposure team of around 16 officials from a diverse range of analytical and policy backgrounds. We lead on paying and auditing the financial settlement, and accountability to Parliament and the National Audit Office. We are also responsible for future programme participation and annual reporting on payments to and receipts from the EU. We work closely with a wide range of partners in Whitehall (especially the Cabinet Office (CO), Number 10, Office for Budget Responsibility (OBR), and spending departments), and overseas (especially the Commission and UKMis Brussels). We draw on accounting and audit expertise from external consultants.
Responsibilities:
- The person in this role in the European Financing branch can expect to play a central role in our financial relationship with the European Union.
- There is some flexibility in how portfolios are distributed between team members, depending on the post holders, but every team member at this grade has a clearly defined area of budget expertise and responsibility.
- satisfying the requirements of HM Treasury’s internal forecasting scrutiny process;
- communicating and explaining the forecast to the OBR’s Budget Responsibility Committee;
- working closely with colleagues in the Fiscal and Public Spending Groups, as well as collaborating closely with private offices and drafting advice for the Chancellor and other Ministers;
Requirements:
- producing forecasts, valuations and narrative for HM Treasury Accounts, Whole of Government Accounts, the Consolidated Fund Accounts and the publication ‘European Union Finances’;
- communicating and explaining underpinning analysis to seniors across HMT;
- working alongside finance specialists to evaluate the UK’s financial rights and obligations established under the Withdrawal Agreement.
