Job Description:

Under the general supervision of the Chief of Police, leads, manages and directs the activities of all major components of the Police Department. Provides leadership and administrative direction to personnel under charge and assists in the development and promotion of strategies to meet organizational mission, vision, and values. Performs administrative duties/tasks including, but not limited to, command coordination, planning, staffing, scheduling program development and budgeting.  Acts as Chief of Staff to the Office of the Chief of Police and keeps the Police Chief informed of all operational activities on a day to day basis.

Responsibilities:

  • Provides/coordinates unit testing needs.
  • Attends speaking engagement upon citizen’s requests.
  • Reviews and evaluates current programs, procedures and activities to insure efficient and effective use of resources and delivery of service; develops recommendations on changes in organization and programs to meet changing operational needs.
  • Performs related duties as required.
  • Negotiates changes to collective bargaining agreements; reviews and drafts responses to grievances.
  • Conducts research and analyzes information for the preparation of detailed technical reports for the Chief of Police and others as assigned.
  • Evaluates assigned personnel for efficiency and effectiveness; reviews and approves personnel actions of hiring, promotion, discipline, termination, training and development; resolves
  • personnel problems; provides technical support and guidance in their work activities.
  • Attends scheduled staff conferences and participates effectively in promoting overall team management.
  • Develops reviews, and approves and/or recommends approval for police operating policies and procedures, and goals and objectives.
  • Assists in annual strategic planning sessions, reviews and revises strategic plan for the approval of the Chief of Police and monitors the status of the plan throughout the year. Ensures the department strategic plan is commensurate with the City of Cape Coral Strategic Plan.
  • Represents the department before community groups, citizens, city officials, news media and others in the absence of the Chief of Police.
  • Oversees daily planning, directing, and coordinating of department personnel and general administrative activities.
  • Assists in the responsibilities for the emergency management response team and City’s Emergency Operations Plan (EOP).
  • Reviews employee administrative and disciplinary proceedings.
  • Maintains proficiency in the use and care of firearms.
  • Assists the Chief of Police in the development of policies and procedures.
  • Sets priorities for the bureaus and establishes goals and objectives. Measures progress toward established goals.
  • Sets a high standard of professionalism through appearance, respect for personnel and professional communication.
  • Coordinates activities of all bureaus; to include working with other bureaus, other City departments and other law enforcement and public agencies.
  • May be required to be on call and/or work on various shifts, weekends, and/or holidays as deemed necessary when the Emergency Operations Center (EOC) is activated.
  • Maintains current knowledge of laws, ordinances, trends, and legislative developments in municipal police administration for application to operations and services under charge.
  • Ensures adherence to all department policies, rules and regulations by subordinate personnel, regardless of specific assignments, to include specific responsibilities relative to disciplinary procedures enumerated in the policy manual.
    Reviews complaints received concerning work procedures or subordinates and advise the Chief of Police of conflicts of assigned tasks.
  • May respond to and personally direct emergency activities.
  • Required to operate a motor vehicle in performance of assigned tasks.
  • Meets with the Chief of Police on a daily basis to inform him of the day to day operational issues involving the department and City. Notifies the Chief of Police on matters of importance in accordance with department and City policies.
    In the event of an emergency, employees in this classification may be called to work during days or hours other than those for which they are regularly scheduled.
  • Attends all City Council Meetings as necessary.
  • Assists in the preparation of the department budget, bureau budgets and monitors resources and expenditures throughout the year.

Requirements:

  • Assign and review the work of subordinate employees and to provide effective leadership at all times.
  • Assist in lifting and/or moving heavy objects or persons in the course of rescue or law enforcement activities, and physical restrains of persons in the course of law enforcement activities.
  • Utilize computer technology for analysis and research.
  • Read and interpret various materials, ranging from moderate to complex terminology, associated with job functions.
  • Establish and maintain effective working relationships with supervisor, support staff, staff from other departments and other local, state and federal government agencies.
  • Relate and respond to people beyond giving and receiving instructions, to include applying consistent courtesy and tact in considerable public contact and/or confrontational situations.
  • Understand and manage highly complex, diverse projects or programs; and balance multiple assignments.
  • Analyze and interpret problems, and draw conclusions.
  • Assemble, organize and present, in written and oral form, statistical, financial or factual information derived from a variety of sources.
  • Effectively convey ideas and information verbally and in writing using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience.
  • Convey a sense of authority and influence.
  • Adapt to performing under frequent deadlines, re-prioritization of tasks and assignments, and in response to emergencies; and think clearly and maintain composure under emergency or stressful situations.
  • Learn City Charter, Citywide administrative regulations, applicable Citywide departmental policies, Personnel Ordinance, Collective Bargaining Agreements and other regulatory documents as required to complete tasks and assignments.
  • Understand and perform advanced mathematical skills, i.e., formulas, graphs, and charting principles.
  • Exercise high level of discretion due to the sensitive and confidential nature of information processed.
  • Create and maintain spreadsheets with moderate to complex formulas and graphs, presentations, and databases.
  • Analyze dangerous situations rapidly and accurately and to adopt, with or without supervision, quick, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances.
  • Perform duties independently with minimal supervision and review with emphasis in achieving results on City initiatives.
  • Apply sound judgment and interpretation based on acquired knowledge in circumstances where limited standardization exists.
  • Maintain a reputation for honesty, credibility and ethics.
  • Obtain and maintain emergency preparedness certifications (NIMS, National Incident Management System) as directed by the City Manager or designee.
