Job Description

The Management Consultancy Triage Service (“Triage”) is one of the core components of The Government Consulting Hub (GCH); government’s centre of expertise for management consultancy. It is a new, powerful resource, which is already helping the Civil Service reduce the amount it spends on consultancy and maximise value where we do need to use consultants. Triage supports the objective that government only uses external consultancy when it truly needs to and then does so with maximum return for its spend.

The Consultancy Playbook articulates government’s expectations for itself and its suppliers when thinking about and commissioning consultancy work.
It sets new standards to support increased value, knowledge and skills generation and capture.

Responsibilities:

• The design and implementation of the structures, systems and processes to support the Advisory and Consulting function and the establishment of the longer term organisation. This will include further evolving the service offer (for strategic advice and consultancy delivery).
• Leadership and development of the team of advisors and consultants including line management.
• Developing products, templates and tools to be used and evaluated, to be incorporated into the knowledge management hub.
• Leading the development of co-source arrangements
• Managing and owning senior client relationships across government.
• Delivery of the consulting projects, and creating new ways for thinking behind our work and the results to be shared widely
• Identifying, scoping and agreeing the consultancy projects which will be delivered. Evaluating the impact and cost / benefit of delivering the consultancy projects in-house or on a co-sourced basis

Requirements:

• Excellent strategic thinking, including how to deliver long-term objectives while managing risks, considering the political context and interdependencies with other policy areas.
• Comfortable synthesising complex and detailed information and creating an environment which enables team members to design well-thought-through policy options, based on evidence and analysis of the impacts on objectives and on our stakeholders.
• Demonstrates commercial awareness and judgement to deliver outcomes.
• Ability to work at pace in an ambiguous environment with continual change and to feel comfortable making decisions and setting direction without having the full picture.
• Effective and compelling oral and written communication with senior colleagues and people with different perspectives.
• Track record of establishing close partnerships with senior stakeholders as well as providing independent thought leadership and constructive challenge to Senior Leaders to bring fresh perspectives
