Position Title: Capital Improvement Program Specialist

Job Description:
The Capital Improvement Program Specialist will work on project cost and procurement tasks related to requisitions, capital financial management, planning, project performance, and cost reporting for the division’s combined $70 million budget. In addition, you will partner with the public works unit to maintain and develop automated processes that enhance the analytical capacity and efficiency of project delivery through various technical software applications.
Responsibilities:
- Reports up to the Deputy Division Director of Administration. Assists in maintaining a dynamic and robust Capital Improvement Plan, in support of the Project Delivery side of the Capital Development Division.
- Process procurements and requisitions using AdobeSign and CD’s Capital Projects Information System (CPIMS).
- Develop documents in support of divisional presentations, reporting and/or other related outreach.
- Map out routing and authorization processes and systems and develop recommendations for process improvements and efficiencies, while understanding and honoring existing State, City and Departmental approval rules.
- Monitor and create reports for the CIP budget, expenditures, and encumbrances for capital projects, programs, and funds distribution.
- Prepare supporting documentation for CIP performance monitoring, fund structure, and cost reporting to align with the divisions’ internal and external performance metrics.
- Collaborate with Accounting and Budget Services (ABS) regarding continuous learning initiatives and reporting methodologies in the coding and transactional methodology of PS 9.2.
- Provides guidance, process and systems training to senior project management staff.
- Perform tasks related to records management and administration, including back-up for project business services and administration management.
- Support and perform back-up responsibilities for other administrative staff within the division, including calendar management, meeting coordination and similar duties for the Division Director.
- Support department goals in promoting diversity and social justice in keeping with the City’s – Race and Social Justice Initiative.
Requirements:
- Working-level knowledge of enterprise financial systems, project management and accounting software, and other information systems.
- Process improvement experience.
- Proven ability to be a self-starter who can work independently yet be a strong team player with excellent attention to detail.
- Exceptional communication skills, both written and verbal.
- Exceptional ability to build and maintain amiable and effective work relationships with a diverse array of business partners.
