Job Description:

The Office of Government Relations is seeking a Senior Research and Communications Associate (Senior Associate). The Senior Associate works in the Office of Government Relations (OGR) and reports directly to the Deputy Director of OGR. The Senior Associate position leads strategy efforts to identify bureau needs, through extensive research, analysis, communication, and coordination City-wide.

Responsibilities:

  • This position leads strategy efforts through extensive research, analysis, communication, and coordination between OGR and City bureaus to support Portland’s recovery from the impacts of the COVID-19 pandemic.
  • The Senior Associate will lead work in collaboration with OGR staff to partner with bureaus and grants management staff to identify and track City priorities and key projects which align with those priorities.
  • The Senior Associate will consult with clients to ensure prioritization and advancement of external competitive funding applications that align with City priorities, Core Values, and Racial Equity Goals and Strategies.
  • In coordination with the Research and Communications Associate and other OGR staff, the Senior Associate will lead communications efforts to provide relevant and timely information City-wide on funding objectives, messaging, research, and strategy, as well as contribute to development of an office-wide communication strategy to clients.
  • The Senior Associate will coordinate closely with the federal, state, regional, tribal, and international relations programs in OGR and must maintain good working relationships with elected officials and staff in offices and bureaus throughout the City of Portland.

Requirements:

  • Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, technical, budgetary, and financial data; communicate complex analytical topics to non-technical audiences.
  • Knowledge of fiscal policies, operations, procedures, administrative rules, and compliance guidelines, and relevant laws, regulations, and court decisions.
  • Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
  • Knowledge of principles, practices, and methods of public administration, municipal budget development, public agency financial management and reporting, and administrative, organizational, procedural, and financial analysis.
  • Ability to analyze and identify complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluate alternatives; provide sound, logical, fact-based conclusions and recommendations.
