Position Title: Assurance Deputy Director

Job Description

Government Shared Services, part of Government Business Services in Cabinet Office, works across government to define, implement and realise the Government’s shared services strategy. This is a significant role requiring the successful post holder to demonstrate leadership, strong portfolio management and assurance and communication skills.

You will join the senior leadership of the Strategy Directorate, and be responsible for overseeing and assuring a portfolio of workstreams and programmes designed to achieve the objectives of the government’s shared services strategy. You will work with project and programme leads in GSS and across government to monitor and track progress against the strategy.

Responsibilities:

  • Identifying the project delivery capacity and capability needs and gaps to build a strong portfolio office and team as well as identifying, documenting and agreeing common standards and procedures.
  • Liaising with and working with the IPA to assess delivery and assure the GSS portfolio.
  • Reviewing the existing programmes and identifying improvements for individual programmes and projects and the management of the portfolio as a whole, advising the Strategy Director on risk to and confidence in delivery.
  • It is expected that you will be an active member of the GBS senior leadership team, you will embed a culture of inclusion and equal opportunity for all, where the diversity of individuals’ backgrounds and experiences are valued and respected.
  • Ensure that stakeholder interests are identified and addressed and manage multiple stakeholder groups, developing strategic relationships programme directors and SROs across government.
  • Ensuring that GSS successfully tracks delivery across government of the strategy, providing assurance and monitoring risk, reporting to GBS senior leadership, CS Operations Board and Ministers
  • Accountability for ensuring that strategic risks and issues are identified, prioritised, assessed and mitigated and ensuring that senior stakeholders are briefed and updated and where needed, enrolled in the management of key risks.

Requirements:

  • Excellent engagement and influencing skills.
  • Knowledge or experience of relevant departments in the cluster(s) with which you are working (Delivery, Policy, HMRC-led).
  • Aptitude for seeing and translating the bigger picture. Understanding the political and external context in order to set clear, positive direction.
  • Inspiring leadership, with the ability to build teams and provide direction in a fast paced environment, harnessing the talents of people and creating an inclusive, ambitious, outward-facing and professional work environment;
  • Excellent communications skills both orally and in writing;
  • Experience of IPA gateway reviews and assurance for major projects.
  • Knowledge or experience of back office services and systems.
  • Good analytical skills and strategic judgement, to ensure our strategy delivery thinking is robust.
  • You will be able to spot connections across different workstreams and ensure they are joined up, and ensure our portfolio of interventions is aligned.
  • Expertise and experience of leading complex programmes and portfolios, including those which involve complex transformation or business change;
  • Leading planning and reporting; ensuring effective, optimum governance; overseeing project and function standards and tools; working with IPA to assess and assure.
  • Outstanding management skills, with evidence of developing the capability and performance of teams, promoting an inclusive and supportive environment;

About Cabinet Office

The Government Business Services (GBS) team was established in August 2020, bringing together three existing teams under one leadership. The new Business Unit includes Government Shared Services (GSS), the Government Recruitment Service (GRS) and Pensions Delivery and Major Programmes, totalling a headcount of c550 civil servants. These three lines of business provide a platform to drive greater reform and modernisation. The Permanent Secretary has reviewed our emerging priorities, and the GBS portfolio has identified the following underpinning principles to work towards a focus on automation, providing quality services for our end users, establishing a collective approach to shared services in order to deliver economies of scale and improving the interoperability of the Civil Service.
