Position Title: Deputy Director Head of Capability

Job Description

Responsibilities:

  • Ensure the Sourcing Programme’s training offer is relevant, of high quality and accessible across all central government departments.
  • Actively promote the programme, ensure momentum of implementation across central government departments, Arm’s Length Bodies and Wider Public Sector (as appropriate).
  • Exercise sound judgement in the prioritisation of tasks and conflicting demands balancing the requirements to plan and deliver training and awareness, versus when to step in and provide hands on support on live complex procurements.
  • Scoping and directing the work of others: Bands A to B and external consultants where appropriate.
  • Identify and scope targeted interventions regarding complex procurements, from customers and planning and executing the work – ensure capability enhancement.
  • The management of workloads and facilitate the flexible use of resources to ensure delivery of programme outcomes – creating high performing teams.
  • Maintain appropriate governance and assurance: ensuring programme outcomes are tracked and reported, delivery risks and issues are identified, prioritised, mitigated and managed.
  • Engage with all stakeholders to draw on experience and expertise creating strong collaboration.

Requirements:

  • Exceptional interpersonal skills with the ability to manage other cross-functional specialists as necessary to deliver at pace whilst building high trust relationships in a complex multi-stakeholders environment, driving progress in the face of a range of competing views and priorities;
  • Proven ability to lead and develop a high performing team of crown servants and industry partners;
  • Business Change/Transformation experience with a focus on continuous improvement and a strong desire to deliver high quality customer-experience, and evidence of introducing new policies;
  • Previous experience in a Strategic Leadership role with a significant track record of successfully delivering at a senior level in either contract management, commercial, programme and project management, policy experience or capability development;
  • Creative and innovative, able to encourage others to think imaginatively about new implementation methods;
  • Experience of leading the development and delivery of training materials, course content, feedback and evaluation methods.
  • Highly developed communication, influencing, networking and negotiation skills with the ability to engage confidently in a wide range of situations;
  • A strong track record of building effective internal and external partnerships across organisational boundaries.

About Cabinet Office

The Deputy Director (Head of Implementation and Capability) is a critical role; being the programme’s primary lead for ensuring the implementation of sourcing policies across government and the development of associated training materials. The post holder will be a member of the Senior Leadership Team, report to the Director, and will lead the team’s Implementation Leads and sourcing experts.
