Position Title: SEO Change and Release Manager

Job Description

As a member of the Operational Assurance team, you will play a leading role in the management of IT related Change to Services within the Home Office. You will manage raised Changes/Releases into production, as implemented by Business Portfolios, Suppliers, Transition, Project Managers and other stakeholders across the Home Office.

You will need to work flexibly to manage Changes and Releases. These may be scheduled, or result from an Incident or urgent requirement, and require rigorous assessment following industry best practice. You will have strong analytical, communication and stakeholder management skills as well as an ability to prioritise and implement decisions quickly. You will be expected to manage and mentor junior colleagues, contributing to the development of best practice and driving Continual Improvement.

Responsibilities:

  • Assessing delivery team maturity for services using agile/continuous integration change management processes.
  • Proactively improving stakeholder understanding of the change process, identifying areas of improvement in operational practices and ensuring lessons learned from unsuccessful changes are captured and used.
  • Providing reporting to stakeholders, including senior management and key stakeholders, attending relevant forums and boards and participating in Post Implementation Reviews.
  • Coaching and mentoring junior members of the team with line management duties for one or two members of staff
  • Assisting in developing policies, processes and procedures in line with best practice to deliver quality services and ensuring these are appropriately documented.
  • Liaising with the SADI team and IT Support function to forecast and plan service introduction and changes to minimise service disruption.
  • Liaising with Incident Management for potential complex Emergency changes, joining technical bridge calls when required and administering the Emergency Change process.
  • Establishing and maintaining strong relationships with Service Management, other identified stakeholders and third-party suppliers to ensure that Change Management KPIs are met and a high quality of service is provided.
  • Gain hands-on experience of working at the forefront of a live operational technology portfolio in a major Government department.
  • Ensuring resources are available to implement and support Changes and Releases with documented instructions and back out plans.
  • Take part in a truly agile delivery process working alongside colleagues at the top of their technical professions.
  • Meticulously validating and assessing the risk and impact of all changes, with a focus on complex changes and releases, ensuring correct stakeholders are identified and engaged to ensure the integrity of the services provided.
  • Ensuring adequate testing has been carried out on all relevant changes before they are deployed in the live environment.
  • Gain experience of the UK’s core BICS technologies and how these operate in practice.
  • Receive on-the-job training from highly experienced release managers.
  • Reviewing, risk assessing and prioritising changes and releases consistently and appropriately, and communicating the potential impacts clearly, in order to minimise change related service outages and ensure the impact is truly understood.
  • Investigating non-compliance of the Change/Release assurance policies and processes, intervening and chairing discussions where appropriate to improve adherence by all stakeholders.
  • Driving continual service improvements through the measurement and challenge of services and processes, using tools and capability to automate where possible.
  • Gain a good understanding of leading technologies and their application in enabling live highly complex digital and data services to operate effectively and impact people’s lives.
  • Develop relationships with internal teams and external organisations that provide live services.
  • Participating, contributing to and supporting collaboration initiatives and career development within the IT Operations community, building in-house capability via a professional community of practice.

Requirements:

  • Strong sense of ownership and drive to follow tasks through to completion.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills, with a proven ability to communicate effectively and professionally.
  • Performing a similar role within the Civil Service or at other organisations.
  • Experience of developing and adhering to ITIL v3 / v4 service management processes and procedures.
  • Ability to lead and work as part of a team and to engage effectively with suppliers and customers.
  • Designing, owning and maintaining the process and procedures and proactive development of change management documentation.
